Oviedo is one of the eight non-governmental comarcas of Asturias. It contains the conceyos of Belmonte de Miranda, Bimenes, Cabranes, Grado, Llanera, Morcín, Nava, Noreña, Oviedo, Proaza, Quirós, Las Regueras, Ribera de Arriba, Riosa, Salas, Santo Adriano, Sariego, Siero, Somiedo, Teverga and Yernes y Tameza
